Proof of Funds & Proof of Assets

OPTKAS issues cryptographically attested, on-chain anchored Proof of Funds documents in institutional format — built for counterparty due diligence, RWA contract verification, and XRPL / Stellar IOU issuance.

What is a POF in institutional context?

Not a bank letter. A cryptographic attestation.

Legally Structured

Each POF references specific custody accounts, confirmed asset positions by CUSIP/ISIN, and the governing legal framework (Reg D / Reg S / Private Placement). It is not a general letter of credit — it is an attested declaration of specific, verified holdings.

On-Chain Anchored

Every OPTKAS POF includes on-chain issuance records: XRPL Trust Line IOUs and/or Stellar anchored assets. Counterparties can independently verify the token issuance on-chain using the transaction hash embedded in Section V.

Cryptographic Hash Verification

Each document is assigned a SHA-256 hash computed from the document's canonical data fields. Any alteration — even whitespace — produces a different hash. Verify at treasury.optkas.org/pof/verify/[hash] at any time.

Dual Signatory

All POF issuances are co-signed by two authorized OPTKAS platform operators: Isaac Harrison (MD, Capital Markets) and Jimmy Thomas (Head, Commercial Banking & Sales). Both signatories hold institutional mandates.

Compliance Certified

Section VI of every POF records the beneficiary's KYC, AML, OFAC, sanctions, and PEP status as of the compliance date. This documentation satisfies the counterparty screening requirements of most institutional investors.

90-Day Validity

Documents expire 90 days from issuance by default. Counterparties requesting a current POF for a new transaction must request a re-issuance. Expired POFs are archived in the OPTKAS evidence ledger.

What OPTKAS can issue

POF

Proof of Funds

Attests that the named entity holds liquid or near-liquid assets of a specified notional value. Includes custody confirmation and on-chain anchoring.

POA

Proof of Assets

Broader attestation covering non-liquid holdings including T-Bills, T-Notes, SBLCs, and other investment-grade instruments. Used in RWA contract issuance.

POC

Proof of Collateral

Documents assets placed as collateral for a specific obligation. Includes haircut, reserve rate, and custody lien information for lender due diligence.

TRC

Treasury Reserve Certificate

Certifies the reserve backing for a tokenized instrument. Standard format for XRPL and Stellar IOU issuances backed by Treasury or custody positions.

Requirements

What you need to obtain a POF

All documentation must be provided before OPTKAS will initiate issuance. Incomplete applications are placed on hold.

Entity Verification

  • Certificate of Formation / Articles of Incorporation
  • Operating Agreement or By-Laws
  • Beneficial Ownership Disclosure (25%+ threshold)
  • LEI (Legal Entity Identifier) if applicable
  • EIN / Tax ID confirmation letter

Authorized Signatory

  • Government-issued photo ID (passport preferred)
  • Proof of signatory authority (board resolution, POA, or operating agreement clause)
  • Corporate email address matching entity domain

Asset Documentation

  • Custodian statement (within 30 days) on custodian letterhead
  • DTC / DTCC or equivalent settlement confirmation
  • CUSIP or ISIN for each security
  • For SBLCs: issuing bank Swift MT760 or pre-advice
  • For crypto/on-chain assets: on-chain proof with wallet control attestation

Compliance

  • Completion of OPTKAS KYB/KYC intake form
  • AML self-certification or third-party screening report
  • OFAC / Sanctions self-declaration
  • Jurisdiction of operations and investor eligibility declaration
  • Source of funds narrative

On-Chain Issuance

XRPL IOU & Stellar Anchored Asset Formats

OPTKAS issues token representations on both XRP Ledger and Stellar Network. These are not cryptocurrencies — they are on-chain IOUs backed by verified off-chain asset positions, functioning as digital representations of the attested holdings.

XRPL (XRP Ledger)

IOU / Trust Line
  1. 01OPTKAS operates a registered XRPL issuer account (r-address) on XRPL Mainnet.
  2. 02A trust line is extended from the OPTKAS issuer to the verified holder account. The holder must accept (sign SetTrustLine) in their XRPL wallet — XUMM, Xaman, or any XRP Ledger-compatible wallet.
  3. 03OPTKAS issues the IOU token (e.g. USTR, TBILL) via an XRP Ledger Payment transaction from issuer to holder.
  4. 04The mint transaction hash (64-character TX hash) is recorded in the POF document, Section V.
  5. 05Counterparties can verify by searching the TX hash at xrpl.org, livenet.xrpl.org, or bithomp.com.
  6. 06IOU is an obligation of OPTKAS to the holder — it is not a native cryptocurrency. It represents an attested claim on the underlying asset position.

Important Caveats

XRPL IOUs carry counterparty risk to the issuer (OPTKAS). They are not bearer instruments. Trust lines can be frozen or amended by the issuer per XRPL protocol. Recipients must maintain the trust line to hold the IOU.

Stellar Network

Anchored Asset / IOU
  1. 01OPTKAS operates a Stellar issuer account (G-address) on Stellar Public Network.
  2. 02The asset is defined by a currency code (e.g. USTR) and the OPTKAS G-address. The holder must set a ChangeTrust operation to their Stellar account before issuance.
  3. 03OPTKAS sends a Stellar Payment from its issuer account to the holder, creating the asset balance.
  4. 04The Stellar TX hash (64-character) is embedded in Section V of the POF document.
  5. 05Verify at stellar.expert/explorer/public or stellarchain.io by searching the asset (currency code + issuer G-address) or the TX hash.
  6. 06For bond structures, the Stellar asset may include a home domain record (TOML file) specifying the regulation type, asset description, and redemption schedule.

Important Caveats

Stellar anchored assets are custodial by design. Issuance implies an off-chain backing obligation. The holder's Stellar account must have minimum XLM balance to hold trust lines. Assets can be clawback-enabled if issuer account has AUTH_CLAWBACK_ENABLED set.

How to obtain a POF — step by step

Follow this process from first contact to document delivery.

Submit Intake Request

Complete the OPTKAS Issuance Intake form at treasury.optkas.org/issuance-intake. Specify document type (Proof of Funds, Proof of Assets, Treasury Reserve Certificate), the purpose of the POF, and primary point of contact.

KYB / KYC Identity Verification

OPTKAS compliance reviews entity documentation. This includes beneficial ownership, jurisdiction eligibility, sanctions screening, and PEP classification. Typically completed within 1–3 business days. Enhanced due diligence may extend this timeline.

Asset & Custody Documentation

Provide custodian statements for all assets to be attested. Each asset must include a CUSIP or ISIN, face value, maturity date (if applicable), and verified custodian account reference. OPTKAS cross-references against DTC position records or equivalent.

On-Chain Network Selection

Select the issuance network(s): XRPL, Stellar, or both. OPTKAS generates the trust line configuration, issues the IOU token to your verified wallet address, and records the mint transaction hash for the document.

XRPL Trust Line (if applicable)

Provide your XRPL wallet address (r-address). OPTKAS sets up the trust line from its issuer account to your wallet. You must sign the SetTrustLine transaction in your XRPL wallet (XUMM, Xaman, or equivalent). OPTKAS then issues the IOU to your trust line.

Stellar Asset Issuance (if applicable)

Provide your Stellar (G-address) account. OPTKAS creates the anchored asset (e.g. USTR) and sends a Stellar Change Trust + Payment operation. You must accept the trust line in your Stellar wallet. The minted asset is recorded on Stellar mainnet.

Document Review & Signatory Approval

OPTKAS generates the POF draft for your review. You verify all entity details, asset declarations, on-chain references, and chain hashes. Once confirmed, OPTKAS authorized signatories (Isaac Harrison — MD Capital Markets; Jimmy Thomas — Head of Commercial Banking) finalize the document.

Issuance & Download

The finalized POF is issued as a multi-page institutional PDF (4 sections minimum), cryptographically hashed (SHA-256), and made available for secure download. The document hash is registered in the OPTKAS audit ledger and is publicly verifiable.

How to issue a POF — operator workflow

Authorized OPTKAS platform operators follow this workflow in the Team Portal.

Open Operator Console

Log into the OPTKAS Team Portal at treasury.optkas.org/team-portal. Navigate to Treasury → POF Issuance in the left sidebar. Only authorized operators (isaac@optkas.com, jimmy@optkas.com, ops@optkas.org) have access.

Complete Principal Details

Enter the beneficiary entity legal name, entity type, jurisdiction, tax ID, legal address, and authorized signatory. These are printed verbatim on the document — accuracy is mandatory.

Add Asset Positions

Add one or more assets using the asset declaration form. Enter CUSIP, ISIN (if known), asset type, face value in the denominated currency, maturity date, custodian name, and custodian account reference. Click Add Asset for each position.

Enter Totals

Set total notional value, eligible collateral value, reserve rate, haircut percentage, and concentration limit. These figures are displayed in the institutional totals bar in Section IV of the PDF.

Configure On-Chain Issuance

Select network(s): XRPL and/or Stellar. For each chain, enter: token symbol, token amount, issuer address, mint TX hash, trust line confirmation status, and explorer URL. The hash is automatically embedded and displayed in Section V.

Set Compliance Status

Record KYC status (PASS / PASS_WITH_CONDITIONS / ENHANCED_DUE_DILIGENCE), AML status, sanctions/OFAC clearance, PEP status, and compliance date. These populate Section VI of the document.

Set Legal Parameters

Set offering type (Reg D 506(b) / Reg S / Private Placement), investor eligibility, transfer restrictions, governing law, legal counsel (optional), and legal opinion reference (optional). These populate Section VII.

Review & Generate

Click Generate & Download. The system computes the SHA-256 document hash, sets the verification URL, and calls the OPTKAS POF generator. A 4-page institutional PDF is returned as a download.

Deliver to Counterparty

Provide the signed PDF to the requesting counterparty via secure email or the OPTKAS case delivery system. Share the document hash and verification URL (treasury.optkas.org/pof/verify/[hash]) separately so counterparties can independently validate authenticity.
